Metro Parks wants to hear from you on the future name of our new park coming to the Trinity Hills area.  The main entrance will be on Aldrich Lane next to Parkwood Ballpark off of Ewing Drive. Greetings, District 2 Family!

Below is the rundown of tonight’s Council meeting.

Appointees and Nominees:

The Council will vote to fill three vacancies on the Nashville, Music, Film and Entertainment Commission on July 16th. 

The Council will vote on the following confirmations: Airport Authority – Joycelyn Stevenson; Arts Commission – Evan Brown and Jessie Rosenblum; and Tourism and Convention Commission – Jackie Marushka. 

Public Comment Period

There is now a public comment period at each meeting as well as each committee meeting.  Members of the public may sign up to speak for 2 minutes on any agenda item.  Starting on June 18, 2024, members of the public will be able to speak on any topic, including topics on the agenda. 

Rule of Procedure:

There is a proposed rule change to Council Rule 13.  This proposal will be deferred in order to be discussed during a specially called meeting on July 10th.

Resolutions/Bills on Public Hearing:

BL2024-187 would allow adaptive residential, by right, for all commercially zoned properties; right now, only commercial properties on major arterial roads are allowed to do residential projects by right; I’m fine with this change as long as there are protections against non-owner occupied short term rentals; CM Horton is the lead sponsor on this

BL2024-335 would allow council members to waive a certain number of application fees for the board of zoning appeals; I’m the lead sponsor; this is another tool for council members to be able to assist residents to remain in their homes by removing financial barriers to get needed variances 

BL2024-405 changes from RS7.5 to RM9-NS property located at 506 Ewing Drive; this item will be withdrawn; the developer is not moving forward with the proposed project

BL2024-410 changes from R10 to RM15-A-NS property located at the northwest corner of Courtney Avenue and Bellefield Avenue (0.35 acres); a community meeting was held for this project

BL2024-414 changes from R8 to IWD property located at 421 Woodfolk Avenue (0.11 acres)

There were many resolutions on the agenda.  I encourage you to view them here.

Some key resolutions are:

RS2024-559 is a resolution to amend the Charter; one amendment to the resolution would allow all eligible voters to run for office, which would allow 18 year olds to run for office; I have an amendment that would eliminate September council meetings (but allow specially called meetings) to allow councilmembers to have some type of break to focus on other council business outside of meetings, their families, their personal health, etc. 

RS2024-568 appropriates $1,971,656.19 from the Metro Office of Homeless Services to the Salvation Army for the provision of housing services to people experiencing homelessness in Nashville

RS2024-578 recognizes Gretchen Walsh on setting the world record in the 100-meter butterfly

RS2024-579 recognizes Non-Binary Awareness Week and International Non-Binary People’s Day in Nashville and Davidson County

RS2024-557 recognizes June 2024 as Black Music Month in Nashville and Davidson County

LATE RESOLUTIONS/BILLS: 

There may be one late filed resolution.

Bills on First Reading:

Bills on first reading are typically approved on consent without any discussion. This allows the bills to be discussed in committee or public hearing at the next Council meeting. 

Bills on Second Reading: 

BL2024-390 requires the Office of Homeless Services to maintain an inventory of homeless service providers throughout Davidson County; CM Huffman is the lead sponsor on this bill

BL2024-427 this is the Mayor’s transit plan; you can find out more about the plan here: Choose How You Move (nashville.gov).; I am a cosponsor on this bill

Bills on Third Reading: 

BL2024-271/272 changes from CS to SP zoning for property located at 316 Homestead Road to permit 23 townhomes; I am going to defer this bill one meeting to work on an amendment

BL2024-317/318 changes from RS10 to SP zoning properties located at 2840 and 2842 Buena Vista Pike (3.53 acres) to permit 46 multi-family residential units (2024SP-006-001); I am going to defer this bill to work on an amendment

BL2024-375 would create a compliance board to audit existing construction contracts in which Metro is a party; I am a cosponsor on this bill

BL2024-392 increases the cap for tax abatement for low income housing tax credits; this will allow the city to offer more tax credits for workforce and attainable housing; I am a cosponsor on this bill
