Greetings, District 2 Family!

Below is the rundown of tonight’s Council meeting.

Appointees and Nominees:

The Council confirmed the appointment of Mayra A. Yu (Arts Commission) and Kim Sansom (Procurement Standards Board).

Public Comment Period

There is now a public comment period at each meeting as well as each committee meeting.  Members of the public are able to speak on any topic, including topics on the agenda. Attendees speaking on agenda items are given preference.

Rule of Procedure:

The Rule 13 change was withdrawn.  CM Suara is proposing adding a Davidson County residency requirement for individuals speaking during public comment in order to prevent incidents such as the recent appearance of Nazis in the Council Chamber, all of whom were from out of town.

Resolutions/Bills on Public Hearing:

I don’t have any.

There were many resolutions on the agenda.  I encourage you to view them here.

Some key resolutions are:

RS2024-559 this consists of multiple Charter amendments proposed by council members: 1) puts in place a procedure with the Finance Director position is vacant; 2) removes the age restriction (25 years old) to run for Council and allows any “qualified voter” to run for Council. The intent is to allow 18 year olds to run for Council.  Some concern was mentioned in committee about the amendment referring to the State’s definition of “qualified voter,” which would mean that the city’s definition of qualified voter would automatically change if the State changed its statute; 3) would eliminate regularly scheduled Council meetings in September (I am the lead sponsor on this amendment.)

RS2024-638 condemns the July 2024 verbal assault on children by a Nazi hate group; I am the lead sponsor; there are 32 cosponsors; this is in response to the Nazi hate group that yelled racial slurs, including the N-word, to a group of young Black boys ranging in age from 9 to 14 years old.

LATE RESOLUTIONS/BILLS:

CM Porterfield has a late filed resolution condemning political violence.

Bills on First Reading:

Bills on first reading are typically approved on consent without any discussion. This allows the bills to be discussed in committee or public hearing at the next Council meeting.

Bills on Second Reading:

Bills on second reading for this meeting are mostly sewer mains, manhole, and easements (infrastructure) legislation.

CM Kimbrough has a bill, BL2024-426, pertaining to the review of a grading permit and drainage plan in order to prohibit individuals using their private property to essentially create landfills.

Bills on Third Reading:

BL2024-271/272 changes from CS to SP zoning for property located at 316 Homestead Road to permit 23 townhomes; I am going to defer this bill one meeting to work on an amendment; I’m going to defer this indefinitely

BL2024-317/318 changes from RS10 to SP zoning properties located at 2840 and 2842 Buena Vista Pike (3.53 acres) to permit 46 multi-family residential units (2024SP-006-001); I am moving approval of 40 units with additional infrastructure improvements up to the intersection of Stokers Lane and Buena Vista Pike

Metro Water Services still needs volunteers to Adopt a Storm Drain. Keeping drains clear of sticks, leaves, and trash can help prevent flooding during the big rain events that seem to be happening more and more frequently. To adopt a storm drain near you, click here.
